An Overview Of District 51’s Dcp Performance
As At 12 December 2004

Reported by Low Yat Seow, DTM – LGET;
and Dr William Lau, DTM – District DCP Chair

May we wish everyone a happy and prosperous new year!

We just passed six months of our term 2004/2005. It is timely that we take stock of our clubs’ performance in our District. The Tsunami wrought extensive havoc to lives and properties in 12 countries lining the Indian Ocean.

The absence of a seismic warning system in and around countries in South Asia caused a heavy toll on human resources, infrastructure as well as economic activities of the affected countries. It was surmised that the great sufferings and damages could have been avoided if only leaders had heeded the early advice and caution of seismic scientists and taken the necessary preventive measures.

And, these words of sages about natural phenomena are just as applicable to any social or economic organization. Toastmasters is no exception. We must be aware of the current status and the set goals for our District, and if need be, take the necessary actions to achieve the goals.

The following table tells us about how we have fared during the first half of our term.

Abbreviations:

P Club: Stands for Participating Clubs; that is, clubs that have participated and obtained one or more DCP goals

NP Clubs: Stands for Non Participating Clubs; that is, clubs that have not obtained a single DCP goal.

While we congratulate the achievers, the figures as shown in Table 1 indicate some concerns in the areas of the two critical education factors - CTM and ATM. In total, the District attained 118 CTMs and 56 ATMs as at 12 December 2004, which were achieved cumulatively by 65 and 36 clubs respectively. This means that 163 and 192 clubs have yet to attain a CTM or ATM goal respectively. This situation needs immediate actions from all of us.

Our District's goals of CTM and ATM are shown in Table 2.

While we are more than 50% through the Term, the achievements of CTMs and ATMs were at 24% and 22% as of 12 December 2004. We need to work harder. Can we work together to achieve our goals?

May we propose Division Governors and Area Governors to work closely with their respective club officers to formulate appropriate plans to meet at least 5 DCP goals before 30 June 2005? The following course of actions may be contemplated:

  1. Identify club members who have been or will be assigned to complete their CTM and ATM programs
  2. Club officers who have attained their CTM shall be encouraged to take on the CL and AL programs
  3. Introduce and embark on a member-get-member campaign or invite your friends or colleagues to attend club meetings.
  4. Ensure that club officers attend the impending 2nd Club Officer Training.
  5. Area Governors are to work with their clubs to have the necessary educational and leadership development materials
  6. Clubs that have not attained a single DCP goal are encouraged to take corrective actions to be distinguished.
It is still not too late to help clubs to distinguish themselves by 30 June 2005.

Club activities can be enhanced by adopting one or more of the following propositions:
  1. Have joint meetings with sister clubs or clubs in the vicinity.
  2. Organize and conduct Speechcraft Programs
  3. Invite District Officers to address your clubs.
  4. Organize a Speech Evaluation Program for your members.
  5. Assign members to play different roles or assign mentors to new members.
  6. Have fellowship after the meeting or have outings
  7. Continue to motivate and recognise achievers
  8. Mentors to help new members in their assignments
  9. Encourage members to visit other clubs in the vicinity.
We, as leaders of the District, must often remind themselves of the great responsibilities that have been entrusted upon us by our fellow members. We owe our members the duty of care in guiding them to better their oral communication skills and leadership potentials.

Toastmasters’ success depends on the philosophy of helping our friends to succeed in their lives, and let us turn Dreams into Realities!
